1. Commitment to Achieving Net Zero

Procure for Impact Ltd ("PfI") is committed to achieving Net Zero greenhouse gas emissions across its operations. As a small, office-based advisory consultancy, PfI's direct emissions are low, but the company recognises its responsibility to measure, manage, and reduce its carbon footprint, and to lead by example given that its professional work supports public sector clients to deliver environmental and social value outcomes.

PfI commits to achieving Net Zero emissions by 2040, with the ambition to achieve it earlier.

PfI has also committed to the SME Climate Hub, the UN-backed climate commitment for small businesses, pledging to halve emissions by 2030 and reach Net Zero ahead of 2050.

2. Baseline Emissions Footprint

Baseline emissions are a record of the greenhouse gases produced prior to the introduction of any strategies to reduce emissions, and are the reference point against which reduction is measured.

Baseline year: financial year 2025/26 (the company's first full year of trading).

Emissions scope Description tCO₂e
Scope 1 Direct emissions from owned or controlled sources. PfI has no company vehicles, premises, or fuel combustion. 0
Scope 2 Indirect emissions from purchased electricity. PfI has no premises and purchases no electricity directly; home-working energy is accounted for in Scope 3. 0
Scope 3 Business travel, home working, hotel stays, and purchased goods and services. 1.7
Total 1.7

Scope 3 breakdown

Source Basis tCO₂e
Business travel: car c. 3,750 miles in a battery electric vehicle 0.3
Business travel: rail c. 138 return journeys within London; c. 10 long-distance return journeys 0.3
Hotel stays 10 nights 0.1
Home working 2 days per week, 46 weeks 0.2
Purchased goods and services Spend-based estimate on c. £3,750 of subscriptions and business services 0.8
Total Scope 3 1.7

Methodology

Emissions are estimated from activity data (business mileage, rail journeys, hotel nights, home-working days) and spend data, converted using the UK Government's greenhouse gas conversion factors for company reporting (DESNZ, 2025 set, matching the baseline year), with a standard spend-based factor applied to purchased services. Figures are rounded to one decimal place. This is an honest, conservative estimate proportionate to a micro-business; activity data will be refined and factors updated to the current published set at each annual review.

Two features of the baseline are worth noting. Business travel is already low-carbon by design: the company car is fully electric, and rail is the default for longer journeys. The largest single component is purchased goods and services, estimated on spend, which is common for advisory businesses whose direct footprint is minimal.

3. Current Emissions Reporting

Reporting year: financial year 2025/26.

As this is PfI's first Carbon Reduction Plan, the current reporting year is the baseline year. Future versions of this plan will report current-year emissions against the baseline to demonstrate progress.

4. Emissions Reduction Targets

PfI's baseline is already low in absolute terms. The company's priority is therefore to prevent emissions rising in proportion to business growth, and to set quantified reduction targets once a second year of measured data exists, rather than setting a percentage target against a first-year estimate.

6. Influence Beyond Our Own Footprint

PfI recognises that its largest contribution to carbon reduction is delivered through its advisory work. By helping public sector clients embed environmental and net zero objectives into their procurement and commissioning, PfI supports emissions reductions across supply chains far larger than its own operational footprint. This influence is central to the company's public benefit purpose and is described further in the Environmental Policy.

7. Declaration and Sign Off

This Carbon Reduction Plan has been completed in accordance with PPN 06/21 and associated guidance, scaled proportionately to the size of the business. It has been reviewed and signed off by the Director of Procure for Impact Ltd.

Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard, using the UK Government greenhouse gas conversion factors for company reporting.
